Transcending Kyoto: Time to Move Beyond the Protocol’s Shadow
Thanks to backroom deals between the European Union and the Russian Federation — despite us intransigence — the Kyoto Protocol on Global Climate Change finally came into force this February. Many believe that Kyoto’s resuscitation is a defining moment in global climate policy. Domestic regulation is vital: Developing countries must retain policy flexibility
One critical potential limit on liberalisation of trade in services is domestic regulation that is (or should be) intended to achieve purposes other than protection from competition. America needs a coherent east Asia policy
The last few months have witnessed extraordinary events in east Asia.
